Changes in Current Account Tariffs become effective from December 7, 2006.

Please be informed that the following changes in Current Account
Tariffs (hereinafter the Tariffs) become effective from December 7,
2006:

We specified the Article 4 (footnote 3) - The terms of processing
the payment orders within the Bank have been determined: Payment
orders within the Bank in roubles and foreign currency between one
person's accounts, opened in one region, will be processed during
one working day. Payment orders within the Bank in roubles between
one person's accounts, opened in different regions, between
different person's accounts, opened within the Bank, between
private and corporate accounts, opened within the Bank, between
private and individual entrepreneur's accounts, opened within the
Bank, received before 2 pm, will be processed by the Bank during
current working day. Payment orders within the Bank in foreign
currency between one person's accounts, opened in different
regions, between different person's accounts, opened within the
Bank, between private and corporate accounts, opened within the
Bank, between private and individual entrepreneur's accounts,
opened in different regions, will be processed by the Bank on the
next working day. Payment orders within the Bank in foreign
currency between private and individual entrepreneur's accounts,
opened in one region, received before 2 pm, will be processed by
the Bank during current working day.

We changed the Article 7 - We have added following Raiffeisen
Group banks: Raiffeisenlandesbank Oberosterreich
Zweigniederlassung Suddeutschland, Aval Bank Kiev, Impexbank Moscow

We changed the Article 16 - The amounts of cash whose withdrawal
at ZAO Raiffeisenbank Austria outlets requires prior notification
of the Bank are over 10 000 USD/5 000 EUR

We specified the cash withdrawal fee charging (footnote 2) - this
fee is not applied when: mortgage loan amount is withdrawn (for
mortgage loans for the purpose of real estate renovation the fee
is not applied only if the whole tranche amount is withdrawn
one-time)

We specified the fee charging for the transfer (footnote 5) - In
case of cancellation of payment, which has already been executed,
bank's fee is not returned.
